Manny Quin, Putnam's most popular police officer!

I've written a few times before about how much fun it is to have Officer Manny in Putnam:

He pops up when you least expect it.

When you spot a police car on the side of the road, you always check your speedometer since you are not sure if it is Officer Manny in the car, or a live officer that might want to hand out a ticket to speeders...

This was the purpose and idea of adding Officer Manny to the force, and it has worked out splendidly.
